It seems that the game Hyper Universe never connected with the Xbox crowd. The game’s developer announced a few days ago that the services would be taken offline on February 10th, 2020.
After careful consideration, we regret to inform you that we will be discontinuing service for Hyper Universe (Xbox) on February 10, 2020.

After today players will not be able to purchase Quarks. Also, Nexon is not taking any requests for refunds. Players still have access to all the free content until the end. Nexon America really didn’t give players a great reason as to why they are shutting down the servers. Here is a quote from Nexon America’s web site, this is the best answer players will be getting.
