As announced at the Bethesda E3 2018 conference, Fallout 76 will be undergoing a beta test (or a B.E.T.A) to help get player feedback before release. Bethesda has updated some information in their FAQ for the Fallout 76 B.E.T.A. These updated notes reveal something very interesting: Fallout 76 will not be available on Steam. Instead, the game will be available through the Bethesda launcher. This is certainly a big jump, especially since Fallout 4, The Elder Scrolls V: Skyrim and many other Bethesda games are all available through Steam.
Additionally, Bethesda has also confirmed that the B.E.T.A will contain the full game. Player progress will carry over into the full game.
